Bernardine Denigan–Championing School Transformation in Australia

Bernardine Denigan serves as the Deputy Director of Good to Great Schools Australia (GGSA), a not-for-profit organization dedicated to elevating schools across the nation through evidence-based, high-impact teaching and leadership frameworks. Based in Cairns, Bernardine Denigan has been instrumental in shaping GGSA into a leading voice for school improvement that bridges innovation, equity, and practical teacher development. 

Career & Leadership Journey 

Bernardine’s leadership career spans over two decades, rooted in her commitment to Indigenous education and community reform. Before helming GGSA, she served as CEO of Cape York Partnership from 1999 to 2013, where she forged collaborations between Indigenous communities and government to drive education and social development initiatives. 

Under her direction, Cape York Partnership designed and launched the Cape York Aboriginal Australian Academy (CYAAA)—a school improvement model later adopted by GGSA across remote and underserved communities. 

Education & Fellowships 

Bernardine holds a Master’s in Public Administration and Policy from Griffith University, a Graduate Diploma in Letters from Swinburne University, and a Bachelor of Fine Arts from Charles Darwin University. Her academic credentials are augmented by notable fellowships: a prestigious Winston Churchill Fellowship enabled her to study education reform in the United States, which informed Good to Great Schools Australia’s effective teaching methodology; and a Harvard Business School Leadership Development scholarship from Harvard deepened her strategic acumen in organiszational leadership.

Since taking up the role at GGSA in 2013, Bernardine has led the organisation to become Australia’s foremost provider of evidence-based effective teaching and professional learning for schools transitioning from “Good” to “Great” and beyond.. 

GGSA’s core mission is to support the teaching professions, school systems, and communities through frameworks grounded in research around three pillars: Great TeachersEffective Instruction, and Every Child. Their school improvement model is designed to guide schools through progressive stages—Poor to Fair, Fair to Good, Good to Great, and ultimately Excellent—supported by co-designed tools, curricula, and pedagogical training..
